9. Cyber Center/Cyber Cafe Conditions of Licensing Department City Council Shah Alam
9.1. The licensee must manage the Cyber Center and Cyber Cafe professionally and appoint a manager who has extensive knowledge in this field.
9.2. Licensees are not allowed to hire any foreign nationals to work in this field.
9.3. The licensee must install a Mykad Solution scanning device (B3 Cafe) for user registration.
9.4. Employees need to register to get an employee card/pass issued by PBT.
9.5. Operating hours are from 7.00 am until 12.00 midnight only. Entrepreneurs who operate beyond 12 midnight must obtain the permission of the Council first.
9.6. Prohibitions that must be observed by visitors to the Cyber Center and Cyber Cafe is as follows:-
Carrying out any form of gambling activity
Upload, download or access images or print, videos or articles that are indecent or obscene and that have incitement elements
Selling any printed material that has negative and obscene elements
Carrying out any form of entertainment activities including broadcasting music center (pipe music)
Students dressed in school uniform inside the premises
Visitors under the age of 12 are allowed to visit Cyber Center/Cyber Cafe until 10.00 pm only with accompanied parent or legal guardian at all times.
Selling or using alcoholic beverages, cigarettes and dangerous drugs on the premises
Smoking inside the premises
Showing or exhibiting any image that is not in accordance with the customs, religion and pure values of Malaysia society
Doing any unhealthy activity in the premises.
9.7. The door or front wall of the premises must use glass or any other transparent material and is not allowed to be colored or plastered with any material that obstructs vision.
9.8. The premises should be open concept with a lighting system and good ventilation.
9.9. The computer should be placed in an open room i.e. no room, no door and no 'partition' allowed.
9.10. A 2' x 2' size sign stating the prohibitions in paragraph (d) and operating time conditions are exhibited at the front entrance of the premises.
9.11. The number of computers allowed is based on size: no less than 0.8m x 1.5m = 1 computer unit. The minimum number of computers for starting a Cyber Center and Cyber Cafe business is :-
Shah Alam City Council: minimum number of computers 40 units
Standardize the sign of the Cyber Center or Cyber Cafe with the use of the name 'Pusat Siber Sihat'
Preparation and sale of drinks or any activity business should be in a separate room from Cyber Center activities and Cyber Cafe
Provide adequate resting space for customers
Ensure the conditions in and around the premises should always be in a clean and orderly condition
All stairs, passages, platforms and exits are free away from obstructions and all exits should be accessible at all times during operating hours
Provide perfect and adequate toilets as well separate between men and women and must be in clean condition all the time
Provide trash cans in sufficient number and should be closed at all times
The design and layout of the Cyber Center/Cyber Cafe is as in attachment
Sir/Madam is subject to all the conditions above and any additional conditions of the Council from time to time.
