Registering MOF Account


The Malaysian Ministry of Finance (MOF) has two categories of supplier accounts for businesses looking to transact with the Federal Government for goods and services:


  1. Contractor: Contractors can provide goods and non-consultant services to the Federal Government for contracts valued at RM20,000 or more. They can also transact with other government entities such as state governments, statutory bodies, government-linked companies, and local authorities.


  2. Consultant: Consultants can provide consultant services to the Federal Government for contracts valued at RM20,000 or more.


MOF Account Registration Eligibility and Requirements


  • Supplier Participation: Suppliers who are already registered with the Ministry of Finance (MOF) can directly participate in the supplier selection process for contracts.

  • Professional Body Registration: Professional bodies seeking new MOF Account registration as contractors must be registered with the Companies Commission of Malaysia (SSM). Company information must be registered with SSM under business types ROB or ROC. Any changes require updating with SSM first.

  • Validity and Renewal: The MOF Registration Certificate is valid for three (3) years from the registration date. Renew your registration within six (6) months before expiry to avoid interruption in government procurement participation. Failure to renew within one year after expiry will result in automatic removal from the ePerolehan database and registration revocation.

  • Category Limits: New or renewing companies can register for a maximum of thirty (30) category codes. Only categories relevant to the company's nature of business, as registered under its organizational law, are allowed.

  • Active Bank Account: Companies must have at least one active current account under their name for registration and payment purposes when transacting with the government.

  • Digital Certificate: The Supplier Administrator (first user) dealing with the Federal Government in the ePerolehan system will receive a free digital certificate for the first three years. Subsequent additional users will be charged for renewal and application of digital certificates.

  • Companies must be solvent and not undergoing liquidation or dissolution.

  • Company owners/directors cannot be registered in the same categories across multiple companies.

  • A maximum of ten (10) authorized personnel can manage registration and procurement matters.

  • These personnel must be free from bankruptcy or criminal convictions.


MOF Registration Terms and Conditions


Product/Service Information and Pricing:


  • Companies must upload at least one catalog with the ACTUAL PRICE EXCLUDING GOODS AND SERVICES TAX (GST) for supplies and non-consultancy services. Procurement will be based on these prices, with GST added later if applicable. Failure to adhere to listed prices may result in disciplinary action.


Service Fee Rates:


  • Service fees are applied to all transactions:


    • 0.8% with a maximum of RM9,600 for one-time payment transactions of RM1.2 million or more.

    • 0.4% with a maximum of RM4,800 for transactions of RM1.2 million or more with multiple payments based on a schedule.

    • Service fee rates are subject to change based on current regulations.

A non-refundable processing fee of RM 50 is charged for new registrations and renewals. The registration fee of RM400 is payable after the application is approved. Payment is due within 60 days of approval, or registration will be revoked.
